Most public administrations know they need to improve their cybersecurity posture, but few have documented the full journey from crisis to capability. In this session, Rubén Cortés, CIO and CISO of Open Government of Catalonia, shares a candid, five-year account of how a 90-person public consortium transformed its security approach - from an overwhelmed, on-premises environment to a cloud-native, compliance-certified platform serving 2,500 public bodies across Catalonia.

The session will explore:

How AOC used the Spanish National Security Scheme as an organizational lever to drive cloud migration, team restructuring and the creation of a dedicated information security unit;

Why the hardest challenges in public sector cybersecurity transformation are human and institutional;

How AOC is now translating its own experience into practical shared services for smaller municipalities that lack the budget, expertise or infrastructure to meet even basic security requirements on their own.
