Col. Clarence Cai of Singapore Armed Forces examines how advanced persistent defense and sectoral collaboration can match the campaign-level tactics of sophisticated cyber adversaries.

Most cyber defenses are built for incidents, but sophisticated adversaries operate in persistent, slow-moving campaigns that evade incident-based detection. Threat actors exploit structural mismatches in time, mindset and visibility to stay hidden across months and multiple organizations.

In this session, led by Col. Clarence Cai of Singapore Armed Forces, you will learn:

  • Why advanced persistent defense is essential for critical infrastructure protection;
  • How sectoral cyber defense teams and persistent familiarity with specific environments enable defenders to distinguish normal from almost-normal before attacks escalate;
  • Why national exercises like Cydex must evolve from training events into communities of practice that build shared instincts, operational memory and collective defense over time.
